  • Kirklees Council - Kirklees Council’s new Warm Zone Plus was set up in 2007. It offers all homes the opportunity to have loft and cavity wall insulations. Over the three years of the programme, the council expects more than 40,000 homes to install energy efficiency measures. Kirklees has around 26 per cent of its population affected by fuel poverty.   • Sheffield Council - The Sheffield Affordable Warmth Programme is offering free insulation to 64,000 households. [2]
